Wich voltage have in the in-tank pump 200 1983

Hi all, I have a problem with my volvo turbo 83, A friend give me a In-tank pump to test if is this the problem, but when I accelerate, I feel trouble with performance, I inspect the voltage in the intank pump and I have a question: Wich voltage I have to see, beacause I see 9.x Volts, I inpect the Fuse of this in-tank pump, and I see 12.x volts.
