Horn Makes Rpms Race Whats The Problem? 200 1980

I have a 1980 244 GL and when I hit the horn my Rpms race up and up until I let off the horn. Then it stops this only happens when I am in neutral I have a stick 4 speed with OD not a huge problem but I would like to know what is wrong thanks.
