What's the second (white) cable connect in my speedo?! 200 1982

Alright, I have the first mechanical speedo connect. It's back and connects in the center.

But what about this hole lower and to the side? I have a dangly cable deal that fits but am totally unsure of what it does. THe odo seems to work fine without it, and my speedo seems to be working fine too.

So, what IS it? what does it do?!
