M46 Transmission Vent 200

I recently checked my fluid level in my 1980 volvo manual transmission. It was at least 1 qt low. Upon close inspection from underneath, I noticed a hole about 1/4" to 3/8" size in the side of the housing up near the top on the driver's side. Is this a vent opening? It sure didn't look like it was supposed to be there. It looks like a large bubble that was in the casting. I need to know if I should try to block this hole or if it has a function.
