Second vacuum connection on Turbo off 940 Turbo 900 1991

I have a 1991 940SE Turbo Wagon

I just recently pulled off my turbo
Now there is a Vaccum connection
to the wastegate acculator from the outlet side of the turbo

and just above that there's another little hose connection from the intake manifold?

What does this little devic attached to the outlt side of the turbo do???

doe it work off vaccuum or boost like the wastegate??
