Pulsing steering even after new rotors and brakes 700 1989

I have a 89 740 wag. with 90K miles. The problem I have is with a shimying steering wheel when braking. I replaced the brake pads, caliper parts with a kit from IPD and got groved front rotors. Rears looked like they are in good shape (I think) All was well for about three months but now its back and worse. I torqued the wheels to the perscribed torque and with the new pads and caliper parts, plus the best rotors I could find I cant understand why its back. Any help would be great.
