Neutralizing Brake Fluid & Battery Acid 120-130

Hi,

I've had to remove my clutch master cylinder, and was looking for some advice about dealing with the blake fluid corrosion and paint bubbling on the firewall under the clutch master. I'm thinking I'd like to clean up the old leakage and put on some paint to protect the metal. The paint was kind of "mushy", and so I used some steel wool to clean up the area under the clutch master. I don't think brake fluid ever really dries up though, so if I put some new paint down, what will keep the bubbling from happening again?

Is there some kind of primer to use that would work here?

I have a similar question about the battery box. Corrosion has done a job on this. I don't think I can just paint over this.
