Would 14 ' wheel fit car with 15' wheel and smaller girling type 10.50 rotors?

Ebay deal,no takers,why?wont fit 15" car?
The overall diam is about the same 15+185x2x65%/25.4 vs 14"+195x70%x2/25.4
Will the caliper/rotor be caught by a smaller wheel?
