Need Help On My Emissions Mission 200

I am an owner of a '86 Volvo 240 DL Wagon. I had purchased a new CAT from a seller through Ebay around the time of August 2000. Recently I have had trouble passing state emissions testing. (I live in Connecticut) After 3 testings, I have purchased a new o2 sensor and installed it. On the 4th attempt to pass, I failed again in the (NO) section of the test. (2549.5/1313.0) I still have not been able to pass emissions. I find it hard to believe that my fairly new CAT has something to do with it. Any suggestions would be much appreciated.
