My 740 won't start. Can anyone offer a suggestion? 700 1988

3 days ago my Volvo 740 GLE refused to start. The weather got bad and the next day my car wouldn't start. I thought it might be the fuelpump relay on the fuse panel, so I bought a new one and put it in--that wasn't it. I thought it might be the new Wal-Mart battery, but it wasn't. It has half a tank of gas. It tries to turn over and makes that sound as if it was a low battery causing the problem. Can someone offer some suggestions?
