fuel problem 1984 240 200 1984

fuses new. relays are good.fuel filter good. main pump was jumped at relay after taking off relay and worked. it also pumped fuel out of pressure regulator when jumped. When relay put back in and cranked no fuel out of pressure regulator.I took off relay, jumped pump and tried to crank while pump was running off of jack and car would not start.I have not checked tank pump but car is full of fuel.
