What is the B21 ET?

A couple of days ago I found a site on the internet that talked about racing older 240 volvos. It said they had an engine called the B21 ET that was capable of 345 hp. I was wondering if anybody knew anything about this engine. Is it soley a racing engine? Is it publicly available and if so, where can you get it? Thank you.
