Surgeing real bad and cutting off. 700

Car idles and dies when warming up and driving below 30 mph. Had an air leak repaced hose, regained power but now it's surging to the point that if it's standing still or I'm on the brake it will die.
Idles at 900 to 1000 rpm with the turbo just below half in the black area and surges up to 1500 rpm and goes up just past half in the black area, sometimes surges to 1900 rpm and sticks there.
The car dies most of the times when it does this, but now when I'm driving it will die and it's starting to die more often.
I replaced the small hose off the large turbo hose and that took care of my other problem. But now I don't know what to do and there are no Volvo shops within a 200 mile radius.
I don't know where all of the items that I've read about and most of the problems don't seem to be what's happening to my 86' 740 Turbo.
I'm thinking about trying to get it to Denver, but worried about it cutting off before the turbo has a chance to cool off after getting off the interstate.
I see the terms 02 sensor, fuel pressure relay, idle air control and I wonder if any of these could cause my problems.
I don't want to have to start replacing items that's not taking care of my problems. I have put on a new fuel pump and filter.
Would like to be steered in the right direction to take care of this problem.
