Relays: now can hear them working 700 1986

Following advice in FAQ,s, drilled holes in casing of fuel pump & overdrive relays. Now can hear a continuous faint buzzing, especially when ashtray removed.
My query is this. I would have expected the relays only to click on when eg starting. Do they continuously switch on and off all the time and is this the faint buzzing? Or, do I have something else to worry about?
