Head lamp adjustments 900 1995

Car is 940 non-turbo.

I notice my headlamp is beaming a little low. There are three knobs that I can see under the hood attached to the lamp chassis.

I know one of them is use for adjusting the up and down. I've tried it. What about the other two? I turned them both ways but nothing seemed to change.
Any ideas anyone?
