Brake light switch 200 1991

This might be a downright sacrilidge on here but what kind of sadistic bastard engineered some of the systems on my 1991 240. Specifically in this case the brake light switch.

I have been having brake light problems--NONE. fuses ok, ground ok, bulbs ok, etc. so I started looking at the switch at the pedal. I have the switch out and the way it seems to operate is that when the plunger on the switch is OUT which corresonds to a DEPRESSED PEDAL the circut is OPEN. When the plunger is pushed IN as far as it will go the circuit is CLOSED which would correspond to the PEDAL NOT BEING DEPRESSED.

I have looked at my Haynes manual and it shows a simple switch 1984 and on but this thing has what appears to ve a vacuum line coming out th back. What is up with that? I would appreciate any explaination as to how this thing is supposed to work.
