Spark plugs-Remove warm or cold? 700 1989

Does anyone know if you are supposed to remove "seized" plugs when the engine is cold or warm? I know aluminum expands much more than steel (plugs) but does the hole get bigger (looser) or smaller (tighter) as the head expands?
I'm inclined to believe that the hole gets tighter and you should change the plugs cold? Anyone know?
