BULB OUT warning light BUT i've replaced bulbs, tail light housing and circuit film. Help 200

BULB OUT LIGHT inisists I have a BULB out (when braking and when lights are simply on. I've just changed both my tail lights including the circuit film but it continues.

Also, ny passenger side brake light/bulb (i.e the white bulb holder) seems to not fit correctly. If i screw it in place by turning it all the way till it stops, the light doesn't work. If I tighten it only a 1/4 to 1/2 of the way that it can go, voila my tail light works but that BRAKE light won't ALWAYS work.

I can't imagine the bulb holder being the culprit since it is simply a piece of plastic with 2 metal conductors... but who knows.
