1995 960 antenna question... 900 1995

Fairly simple question regarding the antenna.....Is the antenna supposed to "come down" completely when the radio is off ? My antenna stops about 1 foot short of retracting completely flush. Is this normal or do I need to clean / lubricate the antenna ?
