Flooding and vibration 700 1988

Hey,

I posted on here about 1wk ago saying how there was a slight vibration around 1300 - 1400rpm, and also a slight hesitation when driving, no vibration while driving though. It was suggested that i check and replace vacumm hoses so I could get to the problem, also suggested was the FPR. Today I decided to let the fuel pump run continously for 1min and It was flooded majorly and when i did get it started there was a puff of grey smoke and it wasn't running happily. Is it right to say that the FPR is the cause of both my problems?
