High HC after tune up??? 200 1980

Hi All.
Trying to get my 1980 244 DL through emissions, but its failing for high Hydro Carbons. First reading was 351, should be under 300, 2nd reading after new plugs,wires,cap and rotor, fuel filter, flam trap plumbing, and flame trap, and a new air filter, now reads 374??? What is causing this? CO is .01 and CO2 is 10.9, RPM 926. Idle test is given because of its age. Please Help.
Thanks... Also set the Timing @ 8 degrees, per engine sticker, should I go higher??
