Temp Gauge in '92 240 200

Hello all and thanks for the many helpful responses posted earlier on an overheat problem. My question now is, (same problem) my temp needle does go up to the "below red" area and back down to 9:00 even when at highway speeds. Am I to assume that this gauge circuit thing mentioned previously is at fault? It makes sense to me because I recently found out (as I am not the main driver of this car) that this problem has been occuring for the past couple years. It goes up to under the red, then it comes down. Usually the heat does ot have to be turned on for the temp needle to come down. If this is some type of circuit problem, where and what exactly is it? All help is appreciated. Thanks in advance.
