Bulb Failure light problem ... 700

The Bulb Failure light comes on when I have the low beams on, but goes off when I turn on my high beams. Is this a common problem, and if it is what is the cure? Is there a bulb that is supposed to be on with the low beams and not with the high that is blown? I checked all the bulbs and they are all working fine. ANY IDEAS??? Any help would be greatly appreciated since this is driving me CRAZY!!!
