Fuel Consumption 200 1984

My '84 240 has rescently has a total engine rebuild, however it is now going through fuel at an alarming rate. I am getting around 20L/100K around town, when I understand I should be getting about 12L/100K. I have had the mixture set, and it is right.

I also get a high pitched whistle in the engie when the car is coasting, but the whistle dissapears when accelerating. I think that both problems may be related to the vacume hose configuration. Does anyone know where I can get a diagram of the vacume hoses for a B23E engine?
