Heater Valve ? 700 1986

The vacuum-controlled valve that leads to the heater core has broken. Part of it was plastic and it just crumbled.
(I am currently weighing my options as to even replace my leaking heater core, but my question is this:)
what exactly is the function of this valve?
does it control the temperature of the interior or is it simply an ON-OFF valve.
If I run the car without this valve will it be as if the heat is on always at full? or will the coolant running thru the core with the vent door closed not be that noticeable?
