*Engine Hesitates when pedal is down!!!HELP* 200 1983

Ive got an 83 *Carburated*(zenith) 242. It starts good. then when a little pedal is applied it revs and thats fine BUT, when i push the pedal harder it just Hesitates and stutters and i have to relese it. What is wrong???? Is it carbureator problems?? thanks, Jon
