How 2 Remove stuck rear sway bar / shock bolt? 200

Hi. I finally found something useful in the junkyard - sway bars from a turbo that (I think) I can fit to my '93 wagon. Anyhow, after banging and cursing for a half hour, I had to give up and leave the rear bar there to get cleaned up to go to a wedding. Damn. I goy everything but the right shock bolt off. I got the nut off. The bolt turns with difficulty, and it turns independently of the spacer sleeve if I put vise-grips on the sleeve. I didn't have a hammer with me, but I tried to drive that bolt out with the handle of my breaker bar, and then with a pickup truck axle lying nearby. Wouldn't budge. The car is up on top of another car, so I can't use a jack to lift the trailing arm. It doesn't seem like penetrating oil would help, as the bolt turns. Anyone have any ideas? Should I just hacksaw-off the bolt head?
