Fuel tank/gauge problem on my 745T/I 700

Seems like I can only fill about 40-45 litres into my car. I'm told it hold 60 litres. The other day I filled up (only 40 litres when down near the red on gauge) then drove away. The gauge did not read full, but only 3/4 full! I have seen the tank read full before, so I wonder why its not correct now. Is it the sender in the gas tank, or the gauge? Are either of them particularily a problem? THank.s
