Won't Kick Into Overdrive 700 1986

I have a 1986 Volvo. It is a 740 GLE. I am haveing trouble getting it to kick into overdrive. As a matter of fact it will not kick in at all. I have the model where the switch is on the side of the gear shifter. I have taken it apart and cannot seem to find out what the problem is. It is plugged in under the car but it still will not kick in. I have tried pushing the button while going down the highway and it acts like it is not even getting the signal. the arrow light on the panel in the dash stays on all of the time. If you know what the problem is please let me know.
