HELP!! Engine started shaking then cut off (Update opnions needed) 700

I had just put gas in the tank and started for home when I realized I was pressing down on the gas pedal and the car was barely moving. Then it started shaking and cut off. When I tried to restart, it wouldn't turn over. Could it be the carbuerator(spc)? or am I looking as something more drastic? Oh yeah, all the lights were on so I'm sure it doesn't need a battery and I had just said to myself that I was going to get a tune-up soon (it's been about 8 mos.).

Also, where do I find the horn in a '89 760 GLE. Someone told me behind the headlight but I didn't see anything that resembles a horn. Can someone give/post me a diagram?

(p.s. I'm not the actual DIYer. My nephew is.)

UPDATE It started ok this morning but when nephew drove it up and down the street he noticed that there was hesitation to the power. It took a minute to get the speed and still was not giving him the drive he was looking for. Also, the power to the windows and the seats weren't working until he took out the fuses and put them back in (I noticed last night a few times the windows did'nt want to go up or down then when I tried to start the motor again they worked). He thinks it could be a clogged fuel filter. I don't think I had it changed when I had work done on it after I purchased it last December (got it from an auction, mostly great condition with a few repairs underneath and a tune up). Your opinions please.
