How Do You Change The Distributor Cap and Rotor on a 16v 700 1989

That's my question. Looks like you'd have to drop the engine out of the thing! I hope not. Also, any ideas on an alternative to using Volvo belt tension gauge #998 8500 on a timing belt change. I've checked baumtools and etoolcart no luck.
