Should I remove or open fresh air flap in air box? 200 1988

I disconnected my air hose on the engine side, but noticed that the spring-loaded fresh air flap inside the air box stays shut? Should I remove or duct tape it in the open position to allow fresh air in? Also, should I block the open end of the air hose that I disconnected from the engine side? Thanks.
