Light surge in idle -- idle adjustment screw ineffective

88 240DL

I have a good healthy engine. But, the idle is oscillating between 700 and 775 in a steady up and down cycle. I tried working with the idle adjustment screw (black Knob) and it didnt affect idle at all. It didnt speed it up or slow it down.

Does anyone have an explaination for this? Also any ideas as to why idle is oscillating?
