88 740TI ABS does not work 700

Hi,

I searched, but had no luck so here is my question.
My ABS light has been on for as long as I have owned the car (2 years), and the ABS itself does not work (as I recently found out). Sometimes the ABS light will go off, and I assume the ABS starts working.

I have done a visual inspection and used brake cleaner to make sure that is was not just a bad contact with a sensor, beyond that I am lost.

What exactly am I looking for? Is this computer issue? How should I proceed if I want to track this problem down?
Other than the ABS, the brakes are 100%.
