Surging RPM problem 200 1983

My 1983 245 with B230F has speed surging at idle and above. RPM will bounce from 700 to 1000-1200 over about 1 to 2 secaond and repeat. Above idle, the surging remains but is not as noticeable.
The car has 203K miles. I have been working about a year to work through all of its problems. I have a Haynes manual, but it is not very helpful.
I have replaced O2 sensor, idle motor, AMM (used), plugs and wires, cap and rotor, flame trap and the wiring harness.
Before the current problem, the engine had a mild rough idle. The throttle plate has been cleaned, checked for vacuum leaks, checked timing, checked idle motor switch.
What do I check next?
