RPM problems and a hard start 200 1984

here it is quick:
1.Will not start on the first turn of the key in the morning. Turn key, turn engine over a few times. Seems to catch. Dies. Do this twice then the engine will go like a mule. Seems to happen only when the engine is cold or has been sitting for a while.
2.Idle when cold 1000rpm, When hot 1300rpm. Need help with knocking down this idle problem. This happend after I cleaned out the throttle body and the flame trap.
3.The timming of the car at a warm idle shows that the mark on the flywheel is at 15 degrees and this is with the distributor rotated all the way clockwise.

Anyways I have been fighting with this for the last few months and I would like to get it resolved. Thanks for any help given.
