asking price for a 1984.5 244 turbo sedan ?- 200

I just got done looking at a 1984.5 turbo 4dr sedan. I just found out it was intercooled!! I was wondering what the asking price s/be. The guy is asking 2,000 b/o - (IT'S NOT TITLED - SO NO TEST DRIVE!!) I did engage the tranny /clutch with no bad sounds

facts: (the good/bad ugly)
GOOD :
112,000 miles driven 3,000 miles a year or so
last owner 8 years service by volvo tech (pursuing maint records as we speak!)
driven to work 3m/one way (college professor)
has intercooler
muffler, shocks/struts are new
4spd w/od
GOOD dash - no cracks.....
good blower motor - quiet !!
no rust in wheel wells
leather interior -

BAD/UGLY
a/c doesn't work
recent repaint by MACO was white w/black interior - now black on black
see a little rust on the body poking through
it has a sunroof - so guess what ??? leaks leaks leaks -
The carpets were wet under the floor mats - at least the drivers side - not the
pasenger side. The owner said it was from the winter (?) However, there was no discoloration in the headliner near the sunroof.
oil changed - (but @ 3,000 miles / one year at a time ??- I need to find out exactly when)
I can see rot under the car - N/E winters are very tough on vehicles

I am not afraid to rip out the interior and fix the rust. Also this will be a project vehicle, so I can work on it. What do you think ? I think if 1984.5 are so rare I am going to offer him $1500 and see if he bytes. I do have a friend that does great body/restoration work. He will help me if needed.
