failed NOx on my '84 240 200

ok, here's my measurements. (measured/max)

HC:
15 mph-57/135
25mph- 55/110

CO:
15mph-.02/.83
25mph-.02/.63

heres the stunner:

NO:
15mph-2156/1157
25mph-2681/1017

ok, beforehand i replaced plugs, cap, rotor, air filter, oil + filter, wires. the cooling system has been completely replaced too (it runs cool all the time now)

the guy suggested that it could be my cat (maybe its clogged or just totally gutted) what do u guys think?
