Expansion Valve Insulating Stuff 200 1987

So I've begun the retrofitting of Ol' Blue to R134. New compressor, Volvo retrofit kit, etc. My question is: What is the black gooey material (elephant snot) covering the expansion valve? I assume that it is to insulate the valve and reduce condensation. Is it important to replace? If so where does one obtain this material (other than the circus)?
