heater fan always on??? 200

My immaculate new 81 240gl has a 4 speed fan with a 4 posn switch with no 'off' posn so the fan is always on when driving. Is this yet another idiot-proofing volvo feature for anti-self-asphyxiation like the lights-always-on and the key-in-the ign buzzer that this model has? Or, do I have a wiring fault?
