It's silver, cylindrical and was next to the idle adjustment screw.....what is it??! 200 1977

Hi, I have two Volvo 245's. One is my parts car, and one is my baby. I was poking around the throttle body of the parts car, and found an item that has two electrical terminals, is silver, clyndrical, looks like a valve of some kind and sits in a thread that is filled with a brass screw on my other Volvo's throttle body. It says "A.Pierburg K.G. Germany PE 20271/3.2 12V 8177".
What is it, what does it do, should I install it on my Volvo and why would it be on my parts car, but not my baby, as they are both the same models and year.
