Got the 740 home now need a/c help. 700

Hi all,
Knew when I was buying the car the a/c (r-12) was not cooling as well as it should. Drove the car home and it was marginal cool. Temp gauge never went above half way all day. My question is when should the electric fan be running? Not locked up and did not have any power at the fan. Going to test the temp switch at radiator tomorrow. Otherwise I love the car so far, except for the ghost in the overdrive switch at 60 mph. Car is 13 years old and 112,000 miles so I expect a few problems.
