overdrive on m46 transmission 200 1983

the overdrive on my 83 240 glt will not engage.the relay is working correctly and it does appear that the solenoid is getting power with the car sitting in the yard with the ignition on.Oil level is good and solenoid has been removed and inspected and tested ok any sugestions guys
