1985 240 Idling WAY too high 200

I replaced the main engine wiring harness on a 1985 240, and now the cold idle is at about 2500 RPM. I removed the Idle Speed controller and cleaned the mechanical portion of it with carb cleaner, reinstalled and still too high.

If I disconnect the wires going to the idle speed control it idles fine, but stumbles/dies when I press the accelerator.

What does this indicate? A bad idle speed control? Bad signal to it? Nothing?

Help please!

P.S. I do not have the throttle switch wires and the idle speed wires switched.
