Brake Stop Light Wiring Wagon

Hi, I have a 1993 240 wagon but I noticed this is the same for wagons from about 1989 on. There are two sets of Brake/Stop Lights on these wagons, but the top two are disconnected. They even have a bulb and wiring but are not connected to any power source. If anyone knows how to reconnect them or why they are not used would they please let me know. Thanks Trevor.
