960 ECC problems (AC & Heating) 900 1994

Am having problems with the vent controls. Periodically, all AC or heat is re-directed to the floor vents. This occurs regardless of the settings on the control panel. After I have driven 15-20 minutes, the dash vents start blowing again?!?!
I have taken the car to multiple Volvo dealers and repair shops and they have said this is "normal" for the ECC.
I've recently noticed that the area above and between the dials on the dashboard climate control unit are VERY hot to the touch.
Has anyone else had problems like these problems, or any suggestions?
