Rust In Floor pans! 200 1983

Someone talk to me about rust.

The front pans were fixed with metal but are showing rust again. On the rear, where the front and rear pans meet, there is a rust strip that runs across. I know about Por 15. Is it safe for structural use. The rust is 3in away from the front seat rear anchors.

What is por15? A paint or putty like? I think I'll spread it all over the front pans and may use it as under coat.
