Headlights, stop & tail lights out, Headlight relay location??? 200 1985

My headlights, tail lights & stop lights all went out at the same time. All four headlights will come on if I hold back on high/low beam lever but will not stay on. I can not locate the headlight relay switch on this car (1985 240 GL). The manual says it should be in upper center console but I can't find it? I have found the power lock/unlock & tran. OD relay there but no headlight relay anywhere up under center of the dash? Any help on what could have caused the lights out problem and location of headlight relay?
