temp gauge pegs high, part 2 200 1985

Hi Brickboard,
I have checked to see if the wire to the temperature sensor was being grounded out by the block. It was not. The wire looks bare in places, but it is not touching anything to ground it out. I disconneted the wire from the temperature sensor to see if it would change anything. With the wire disconnected, it still pegs all the way past the red zone. So, is it the temperature sensor that is faulty, or the gauge itself, or do I still need to do some more testing with the wire?
