About OBD-I 900 1995

I have all the tables and procedures for checking error codes
on the '95 940 OBD-I, but no matter what I do, the red led
just stays on. It never blinks, it doesn't go out until I take
the connector out.

I have checked all wiring and connections to the box itself, and
as far as I can see with my humble knowledge of electronics, there's
nothing wrong with the connectors.

Where is the chip that does the "math" for this diagnostic unit? Could
it be that this is failing?

Well, any ideas would be appreciated, as I'm trying to get the codes
for the ignition system, and no codes shows up.
